About the Position
As the unit manager for the development unit, you will have operational, personnel, and budget responsibilities. Within the unit, there are system developers, requirements leaders, test leaders, and IT architects. Together, and in collaboration with others, you will develop, adapt, and further develop various digital solutions.
The role involves a clear leadership and change management assignment. The department is in a development phase, and you are expected to actively contribute to shaping future working methods, structure, and collaboration – both within the department and together with the municipality's operations.
You will be part of the department's management team and play an important role in translating strategies and goals into concrete development and delivery.
Examples of Responsibilities:
- personnel, financial, and operational responsibility
- lead and develop the development unit with a focus on quality, delivery capacity, and long-term sustainability
- ensure that the municipality's digital development efforts are needs-driven, prioritized, and provide operational benefits
- further develop working methods, processes, and collaboration for increased efficiency and implementation capacity
- create structure for prioritization, resource allocation, and follow-up
- drive change initiatives in close collaboration with other managers within the department
- contribute to a good working environment and an attractive workplace where skills are developed and utilized
- be aware of and follow applicable laws, policies, and procedures for the operation
About the Workplace
In this role, you will belong to the Development Unit within the Information Supply and Digitalization Department. The unit is tasked with developing, adapting, and integrating digital solutions for all municipal operations. The department is divided into five units and has over 100 employees: the assignment management unit, service, support, and process support unit, development unit, IT operations, and the strategy, architecture, and transformation unit. Your colleagues in the development unit have roles such as product owner, IT architect, requirements leader, test leader, system developer, and system administrator.
The Information Supply and Digitalization Department is located within the Municipal Executive Office and is tasked with providing all municipal operations with central support in the joint effort to ensure powerful digital tools and solutions through innovation and new thinking.
The department has the overall responsibility to lead and coordinate the municipality's digitalization development and digital transformation with a focus on increased value creation. This also includes developing and promoting the municipality's innovation capacity. In addition, the department is also responsible for ensuring effective, reliable, and secure information supply as well as a sustainable architecture for the municipality's information management.

Requirements:
- a relevant academic degree for the position, or equivalent competence acquired through many years of experience that the employer assesses as equivalent
- experience in driving change and development work with successful results
- experience working in an IT or digitalization organization
Meritorious:
- documented managerial experience with personnel, financial, and operational responsibility
- experience/knowledge of system development and/or programming
- experience with agile working methods
- knowledge of service design
- experience working in a politically governed organization
